For me it looks like an early version of the "Wehrmacht-Einheitslaterne".
The stamping below the eagle (on the backside "girdle"-hook) WaA stands for "Wehrmacht Abnahmeamt). The number 18 stands for one of the leaders of the inspection group.Normally, in addition to the WaA stamp there should also be a 2 or 3 letter code of the manufacturer also.This marking started in the 1920's and was used until 1945.
Most equipment of the milityry material was inspected an stamped by military authorities before it was sent to the dedicated sections.
Regarding the unit where it was used (white printing) i only can guess that it was used in the the Infanterieregiment 11 as you suggest as well.
